The regional project “SUSTAINABILITY of SERVICES for key populations in EECA region” (aka #SoS_project 2.0) is being implemented by a consortium of organizations led by the ICF Alliance for Public Health in partnership with the CO 100% Life.

GOALS

  1. Institutionalizing effective models of, and processes in, HIV responses in the EECA region to impact the HIV care cascade
    in the region
  2. Removing barriers to services for key populations to promote quality health interventions based on human rights principles; addressing gender barriers
    to services
  3. Budget advocacy for sustainable services for key populations in the EECA region

PROJECT FOCUS

14 countries: Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Montenegro, North Macedonia, Serbia, Ukraine, Uzbekistan, Tajikistan.

EXPECTED RESULTS

  • Absolute increase in national and local funding for HIV activities targeting the key populations in all project countries
  • Total savings resulting from optimized prices for ARV procurement in 3 EECA and 5 Balkan countries
  • Total savings resulting from optimized prices for procurement of HIV tests for treatment monitoring (VL, CD4) in 3 EECA countries

MAIN ACTIVITIES

  • Development of HIV treatment and testing optimization strategies aiming
    at decentralized provision of the services in line with the WHO recommendations
  • Implementation of innovative approaches and hybrid online/offline interventions
    to ensure adequate access of key populations to treatment
  • Scaling-up access to PrEP in EECA and Balkan countries
  • Piloting substitution therapy provision to stimulant drug users
  • Integration of community-led monitoring to the routine health care monitoring systems
  • Documenting of human rights violations through REAct and ensuring response
    to these violations
  • Holding Stigma Index surveys in 3 countries
  • Development of legislation on decriminalization of PLHA and drug users
  • Effective functioning of the EECA Regional Drug Policy Commission established
    within the previous regional project
  • Development/update of functional mechanisms of state procurement of prevention
    and care and support services targeting key populations
